The federal government is paving the way for a showdown with farmers, rural communities and the eastern states, with last night's Budget revealing plans to reintroduce water buybacks, the fox scalp bounty launched a year ago has claimed more than 10,000 scalps so far and $1.6 million dollars over two years has been put towards country of origin labelling in the food service trade.
