In Part 2 of our interview with the mother and sister of Phillip Pannell, the 16-year-old Black boy fatally shot in the back in 1990 by a white police officer, we discuss how the officer was acquitted and whether the case could be reopened in the wake of officer convictions for the murder of George Floyd and the growing movement for police accountability. We speak with Pannell’s sister, Natacha Pannell; his mother, Thelma Pannell-Dantzler; and the series’s co-director, Dani Goffstein, who was raised in Teaneck, where Pannell was killed.
