Just as a thought experiment, let's imagine that you were in charge of organizing the books in a major public library. What would be the first order of organization? You could organize them all by physical size, or by color, or by page count, but these organizational schemes would not make it very easy to find what you were looking for. The first order of organization is critical for those who might want to find something later. This is the exact same problem we have with all of our digital files.
