The Defence Force is freezing pay, cutting civilian jobs, and stopping some of its programmes - as it grapples with a budget shortfall of $130 million. In an email to all staff yesterday, the Chief of Defence Force Air Marshal Tony Davies told staff there's no money for base pay rises and there will be no increase in the number of uniformed staff. Minister of Defence Judith Collins declined Morning Report's interview request, saying it's an operational matter. Former National Party MP and defence minister Wayne Mapp spoke to Ingrid Hipkiss.
