For kids born into poverty, getting out of it isn't easy. So what can be done? We talk to an economist behind a new proposal for so-called baby bonds — giving money to all kids when they're born that's held in escrow until they turn 18. It's a radical proposal for the United States, but it's been tried in other countries. Would it work here? And what is happening with a program already in place to help low-income kids?
