It happened 2 years ago when City Council president Lorena González lost her race for mayor against Bruce Harrell by nearly 20 percentage points. But after the first ballot count in the Aug. 1 primary election this year, it’s not yet clear what message Seattle voters are sending on the issues they tell pollsters they’re most frustrated about – homelessness and public safety.
