Tim Mak was an NPR reporter in Kyiv since the beginning of the full-scale invasion last year. He recently stepped down and started his own Substack from the Ukrainian capital, called The Counteroffensive, and Lawfare Editor-in-Chief Benjamin Wittes sat down with Tim to talk about the publication.
