The initial rollout of a low-income tax credit program under the Inflation Reduction Act has some solar developers concerned it will be difficult to expand solar power into low-income communities - a Biden administration environmental justice priority. But community solar advocates are rejecting those concerns and applauding the Treasury Department’s approach. POLITICO’s Kelsey Tamborrino explains the divide in the solar sector.
