The Flash has really learned from the mistakes of previous seasons and is making adjustments to previous things they've tried. Last season, Devoe wasn't necessarily a bad villain. His backstory and episodes were actually pretty compelling. But at times it felt so disjointed from the rest of the story being told. This season, Cicada/Orlin has been integrated into the story from the start. As Cicada he's been shown as a terrifying villain that can nullify the powers of Metas. And now this episode shows what motivates Orlin and it's really compelling. It ties into the entire shows theme this season of family, particularly fathers and daughters.
