Mark Emmert told The New York Times over the weekend that he wants the NCAA to have name, image and likeness rules on the books by July 1. Why July 1? That's when five states will have their own rules go live. It's a sticky situation, and change of tune, for the president of the NCAA. This is a story with a few layers, and we continue to follow and keep you up to speed on it because it's a huge story -- the biggest -- in college athletics this spring and summer.
