Millions of South Africans are voting in what is being called the most important election since the end of apartheid in 1994. The vote could unseat the ruling African National Congress (ANC) party for the first time. Also, water disputes over the Rio Grande river that forms part of the US-Mexico border. And, the US is loosening some restrictions on businesses in Cuba that will allow some Cuban business owners to open bank accounts in the United States.
