Senior sources within government have questioned whether a formal joint order ever existed in the first place. If it didn't, many would say it would have been extraordinary for Conor Murphy to have made a public announcement confirming a "joint order" for life saving equipment without a formal, written agreement. Senior sources within government are telling the Nolan Show no such agreement exists - but if we give the Finance Minister the benefit of the doubt - where is the written agreement, and let the public see it.
