PG&E says it has no choice but to enter Chapter 11 bankruptcy protection and that it's going to file papers around Jan. 29. A lot of things led to this: from deregulation in the 1990's, to the fatal San Bruno explosion in 2010 that put the utility on probation to the 2017 and 2018 deadly wildfires in Northern California.
