Former bureaucrats involved in the controversial robodebt scheme could still face a corruption inquiry, after a sensational backtrack by the National Anti-Corruption Commission.

A review has found a conflict of interest wasn't properly dealt with, but Anthony Whealy, Chair of the Centre for Public Integrity says he's "quite startled" that Commissioner Brereton couldn't see the issue.
