He previously served as Senior Counsel to the head of the Civil Rights Division of the U.S. Department of Justice. He co-wrote the Ferguson Report. The Department of Justice sued Ferguson, Missouri, over unconstitutional policing and court practices. He believes that the lack of accountability for police violence is solvable.
