In her new book, How Safe Are We?: Homeland Security Since 9/11 (PublicAffairs, 2019), Napolitano discusses the sweeping role of the department she inherited, which was created in the wake of 9/11, and deals with everything from terrorism, to natural disasters to immigration.

"When we saw at the border last year, this adoption of a zero tolerance policy… by putting adults into the criminal side you had the separate the children and that’s where the whole thing broke down. It was bad policy and inconsistent with our values," says Janet Napolitano.
