Jeremy Konyndyk, a former USAID official says this was "clearly a deliberate and targeted hit" and speaks to a larger issue for aid groups, which is that the deconfliction zones that usually exist in warzones are "fundamentally broken in Gaza". He says the strike amounts to a "violation of the laws of war."
