Earlier this year, there were reports Canada would not even mention the country's name for fear of provoking retaliation.
The new strategy comes on the heels of changes to the rules around foreign takeovers of Canadian businesses, and divestment orders given to three Chinese companies who purchased critical minerals businesses in Canada.
