Olivares and Washington examined internal Homeland Security records, public reports, sheriff’s department documents, emergency call records, and interviewed nearly a dozen sources. They found alarming allegations of sexual assault and harassment and myriad problems, including medical neglect, and unsafe and unhealthy conditions.
