A tight housing market, the end of pandemic-era aid programs and, more recently, the tightening of eligibility for the state’s emergency motel housing program: These factors are contributing to a dramatic increase in homelessness in Vermont, which has the second highest rate of homelessness in the country. The uptick has forced some towns to respond. In some cases, it’s a new problem for communities.
