Many had expected this year's Victorian state budget to be a brutal reality check, with the government forced into deep spending cuts to reduce debt.

And while there's been a reduction in spending, and some popular programs axed, there are no new taxes. Meanwhile, some of the state's most expensive infrastructure projects are still going ahead.
