Community leaders in NSW have raised concerns over how quickly the attack was described as "terrorism", but NSW Police Commissioner Karen Webb says the declaration met the criteria of the definition in the act. But she says the declaration and whether the attacker will be charged with terrorism offence "are two separate things and they shouldn't be conflated."
