With strong supporters and fierce opponents, the filibuster seems to always be the subject of intense political debate. Its name evokes memories of senators giving speeches on the Senate floor for hours on end to stall. But there’s much more to the filibuster than that. Is it a tool of partisan obstruction or the defining feature of the Senate? Does it undermine the democratic process or force bipartisanship and compromise?
