Today’s Talmud page, Bava Kama 26, it explains, that while oxen may be either forewarned (dangerous) or innocuous (docile), and depending on which they are, the damages one must pay are different, when it comes to other people, they are all considered forewarned, and thus full damages must be paid. This can lead to a lot of confusion, and with that, as always conspiracies, and conspiracy theories.
