After Nick Fury discovers suspicious activities with SHIELD's Insight project, he is attacked by a powerful assassin codenamed 'The Winter Soldier'. Captain America and Black Widow go underground and discover that HYDRA has infiltrated the highest levels and will use Insight to murder thousands of people who they deem as threats. The two become fugitives on the run from the Winter Soldier, but soon learn that the dangerous foe is Cap's old friend Bucky Barnes.
