In March 1964 in the Victorian State Parliament, a proposed plan was tabled to link the Tullamarine airport with Melbourne by rail at an estimated cost of $1.5 million pounds.

Sixty years later, that cost is estimated at up to $13 billion dollars, with the Mayor of the Moonee Valley City Council accusing the airport of deliberately tanking the project to safeguard its parking revenue.
