I couldn't believe it either. In Seattle they have a (yes this is what they call it) "Housing Affordability" law that forces homeowners to pay this fee on a building permit. We will talk with the Institute for Justice about how they are trying to help out the homeowners by fighting back on this expensive fee for a remodel.
